Ukrainian President Volodymyr Zelensky States Absence of Definitive Security Pledge from Allies

President Zelensky has stated that European allies have failed to provide solid assurances that they will protect his country in the case of a future Russian attack.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on Wednesday.

These remarks follow a day after the UK and France signed a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.

However, comprehensive defense assurances have yet to be solidified. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a commitment at discussions held in the French capital on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which included some 30 countries that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said thousands of troops may be deployed.

Partner nations suggested that the US would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.

Moscow has not yet commented on the announcement made in the city of Paris.

President Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the foreseeable future".

He continued: "It paves the way for the legal framework under which allied military personnel could function on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that accord as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"But as long as we lack such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

The Paris talks were also significant owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "largely finished" their work on agreeing security protocols.

Last week, the President indicated a settlement was "90% ready".

Territorial concessions and defense pledges have been at the center of outstanding matters for diplomats.

Putin has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an agreed point - but provided that Russia did the same.

Russian forces currently controls about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts constitute the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - particularly targeting power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, albeit with varying degrees of effectiveness.
