UK and France Plan to Send Military Personnel to the Country in the event that a Ceasefire Accord is Finalized

The London and Paris have formalized a statement of purpose concerning the positioning of armed personnel in Ukraine if a peace agreement be struck with Russia, the Prime Minister of Britain, Keir Starmer, has stated.

Following discussions with allied nations in the French capital, he indicated that the UK and France would "establish operational bases throughout Ukraine and construct protected facilities for military hardware and military equipment" to discourage any potential invasion.

The coalition members also proposed that the United States would assume leadership in overseeing a halt in hostilities.

Moscow has consistently cautioned that any foreign troops in Ukraine would be considered a "valid objective", but has so far not responded on this latest announcement.

The Situation and Ongoing War

Moscow's leader Vladimir Putin began a comprehensive attack of Ukraine in the start of last year, and Russian forces at this time occupies approximately 20% of Ukrainian territory.

"This represents an essential component of our pledge to support Ukraine for the duration," remarked Starmer.

Top officials and high-ranking officials from the "Allied Coalition" were involved in the Paris negotiations.

Speaking at a shared media briefing, Starmer noted: "It establishes the framework for the operational parameters under which British, French, and partner forces could function on Ukraine's territory, protecting Ukraine's air and maritime domains, and restoring Ukraine's armed forces for the future."

The PM went on to say that Britain would be involved in any Washington-directed verification of a prospective cessation of hostilities.

Protection Pledges and Diplomatic Positions

Senior Washington representative Steve Witkoff remarked that "lasting defense assurances and substantial economic promises are vital to a permanent resolution" in Ukraine – referring to a key condition made by the Ukrainian government.

Witkoff said the allies had "largely finished" their work on agreeing such assurances "to ensure the Ukrainian people know that when this hostilities ends, it ends for good."

The former US envoy, US President Donald Trump's advisor, also took part in the talks.

Separately, President Macron Emmanuel Macron stated that Ukraine's partners had made "major advances" at the meeting.

He said that "robust" safety pledges for Kyiv had been reached in the case of a prospective ceasefire.

Ukraine's leader Volodymyr Zelensky said that a "significant advance" had been made in the negotiations, but added that he would only consider efforts to be "adequate" if they resulted in the conclusion of the war.

Recently, the Ukrainian leader said a peace agreement was "90% ready". Finalizing the last 10% would "determine the outcome of peace, the future of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and security guarantees have been at the center of key disagreements for the parties involved.
  • Moscow has repeatedly warned that Kyiv's military must retreat from the entirety of Ukraine's eastern Donbas or Russia will occupy it, refusing any middle ground over how to finish the war.
  • Kyiv has to date ruled out surrendering any land, but has proposed that Ukraine could pull back its troops to an designated point – but only if Russia does the same.

Russian forces currently occupies approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The pair of oblasts form the area of the Donbas.

The original US-led 28-point peace plan that was circulated to the media last year was viewed by Kyiv and its EU supporters as being disproportionately favorable in Moscow's direction.

This led to weeks of intensive negotiations – with Ukraine, the US and European leaders trying to amend the document.

Recently, Kyiv presented the US an revised proposal – as well as additional documents describing possible security guarantees and arrangements for Ukraine's reconstruction, Zelensky stated.
